The City Council consists of the Mayor and four Council members. The Council is empowered with the authority to enter into contracts, enact ordinances and policies to protect the rights of the citizens of the community, and to adopt tax rates and fees for services provided to the citizens.

The Eagle Pass City Council hold regular meetings on the first Tuesday of each month. They begin at 5:30 PM and all department heads attend to be able to address any questions or concerns of the council or citizens in the audience according tto their respective departments. Special meetings are held as called.

To address the Mayor and City Council, a speaker must sign up. The prospective speaker may either send an e-mail to the City Secretary or can sign up in person on the appropriate form at least 10 minutes before the starting time of any meeting. If Council action on the item to be discussed is desired, the item must be included as a posted item on the agenda. The deadline for inclusion on an agenda is 8 days before the actual date of the meeting.

City Council Meetings are broadcast live on Channel 14 Time Warner every first Tuesday of the month starting at 5:30 PM. All Special Meetings are also broadcast live on Channel 14 on the day it was scheduled, usually a Tuesday also starting at 5:30 PM.

The City Charter provides that the Mayor and Council members shall be elected at large for a term of two years. The Mayor and Council members Place Two and Four are elected on even numbered years and Council members Place One and Three on odd numbered years. Municipal elections are held in May of every year.
